Diljit Dosanjh’s Chandigarh concert: Noise levels exceed permissible limits, city authorities tell court

Noise levels at actor-singer Diljit Dosanjh The Chandigarh administration told the Punjab and Haryana High Court on Wednesday that the concert, held last week in Chandigarh, exceeded the permissible limits under the Noise Pollution (Regulation and Control) Rules.

A division bench of Chief Justice Shail Nagoo and Justice Anil Kshetarpal was hearing a public interest litigation (PIL) seeking a detailed report on traffic management, crowd control and security measures for Dosanjh’s concert in Chandigarh.

“During the musical event of performer Diljit Dosanjh, the noise levels were monitored at various locations and it was observed that the nose level exceeded the limits prescribed under the Noise Pollution (Regulation and Control) Rules, 2000,” the Chandigarh administration said in an affidavit filed before the court on 14.10.2024. The court, according to a bar association report.

The department has submitted the report to the division bench, recommending “strict action” against those responsible.

“Accordingly, action is suggested under the Environment (Protection) Act, 1986 and the Noise Pollution (Regulation and Control) Rules, 2000,” the department added.

Last week, the court granted permission to the organisers of the Dosanjh concert to go ahead with the concert in Chandigarh on December 14.

It directed the organisers to adhere to the Noise Pollution (Control and Regulation) Rules.

“Considering the preparations made by the official respondents as well as the private respondents, this court has no hesitation in permitting the event to proceed subject to the ambient air quality norms in respect of noise maintained within the confines of the venue where the event is being held. The maximum permissible limit is 75 decibels,” the court said.

The authorities were directed to take penal action against the organisers of the concert in case the noise levels exceed 75 decibels.

The PIL was filed by advocate Ranjit Singh who sought to restrain the organisers from going ahead with the event without proper norms.

The 40-year-old Punjabi singer is touring the country as part of the ‘Dil-Luminati India Tour 2024’.
